Why yes, always ready and willing to exercise a presence with a hidden cost (usually something to do with exploitation of resources – not too unlike the exploitation that occured during the age of Empire well gone). And now UAE come ready to assist with new diplomatic initiatives.&lt;br&gt;&lt;p&gt; Which of course is code for the more dishonest in both nations scratching each others back – to the extent that each provides the other with a bolt hole for the rip-off merchants to lay up in till the heat wears off. A Doha collapse here, and a Fijian resort collapse there!&lt;br&gt; &lt;/p&gt;&lt;p&gt;Worry not though, as history has proven – its a road to nowhere, and for just those rip-off merchants it usually comes with a sticky end. Far better to just fess up and have the compassinate judge you fairly than to persist and have an entire population seething to the point they will eventually tear you apart. (Personally I think although the passivity of Fijians has tolerated this junta for as long as it has, there is one ruddy great festering boil that will eventually erupt if the tries to persist when failure is actually INEVITABLE – even if only through conditions economic. Yet, if there was a move to truely representative democracy now with elections within a year, Frank could well be perceived as a saviour).&lt;br&gt; &lt;/p&gt;&lt;p&gt;I get the impression the likes of the Shameens are having second thoughts about what they thought was a noble course (i.e. now that both their reputations are shot to pieces and they look like the absolute hypocrites they are).&lt;br&gt; &lt;/p&gt;&lt;p&gt;Whereas the likes of Bubba and Gates still haven’t managed to overcome their egos, all the self aggrandisement or the fact that the benefits of American Express Gold are strictly a short term escapist addiction.&lt;br&gt; &lt;/p&gt;&lt;p&gt;Then there is poor old Frank and Leweni – truly a couple of tragic specimens if ever there were. Not only haven’t they yet realised how some have taken advantage of them, AND that what they thought was well intended and noble, was in fact paternalistic, arrogant, dishonest, deceitful, greedy and pretty much every other negative personal quality there is known to man.&lt;br&gt; &lt;/p&gt;&lt;p&gt;I actually used to feel sorry for their offspring, till I realised they were old enough themselves to understand, and till I realised they were active participants in embouldening Frank on his mission (even if it was only because they stood to gain from all the trappings).&lt;br&gt; &lt;/p&gt;&lt;p&gt;Hey Frank – and your “poor wee” offspring that we supposedly shouldn’t try to involve in your mission – you’ve come a long way from Naenae aye cuz? Really – better to take the opportunities offered – REPEATEDLY offered!.&lt;br&gt; &lt;/p&gt;&lt;p&gt;Prove the little casava patch run wasn’t an exercise in cowardice; face up to all those leeches you have around propping your ego up and egging you on.&lt;br&gt; &lt;/p&gt;&lt;p&gt;Prove to the populace you are genuine (I know that’s an impossibility since you aren’t, but you’ve had no problem pretending so far).&lt;br&gt; &lt;/p&gt;&lt;p&gt;Easiest option really is to go for elections – even if you do have to figure out a face saving means of getting there.&lt;br&gt; &lt;/p&gt;&lt;p&gt;Perhaps a brief “roadmap reform”; a BEBCFF (building an EVEN better council for Fiji); a publicity campaign listing your achievements (doesn’t matter if its a list of lies); then the polls.&lt;br&gt; &lt;/p&gt;&lt;p&gt;Just THINK of how you could be perceived when, in FULL regalia, you are seen to be handing over to a duely elected govenment with the international press capturing the event!&lt;br&gt; &lt;/p&gt;&lt;p&gt;I hope (for his sake) that Gates has been busy during his overseas jaunts organising a retirement that doesn’t involve hanging round in Fiji too. &lt;br&gt;&lt;/p&gt;&lt;p&gt;Really Tony, time to give up on romanticising about your contribution to justice amongst the natives before you end up becoming the bitter old queen you’re fast becoming. To state the obvious such winds can only cause devastation.&lt;BR&gt;&lt;BR&gt;Government's first priority at this stage is to carry out an assessment to determine the full extent of the damage. While carrying out these assessments, emergency supplies including food and water shall be delivered to the affected regions.&lt;BR&gt;&lt;BR&gt;The divisional Eastern and Northern Commissioners are spearheading the assessment teams and emergency relief work.&lt;BR&gt;&lt;BR&gt;In this respect under the arrangement of FANZ which is the arrangement between France, Australia and New Zealand for assistance to Pacific Island countries, these countries shall be providing emergency relief supplies and assist in carrying out aerial surveys to determine the full extent of the damage.&lt;BR&gt;&lt;BR&gt;The New Zealand Air Force aircraft landed in Fiji this morning with the Australian and French airplanes being deployed for assessment flights later today.&lt;BR&gt;&lt;BR&gt;In conjunction, 3 Fiji Navy vessels are leaving this evening respectively for the Lomaiviti Group, the Lau Group and for the Northern Region islands, such as Cikobia.&lt;BR&gt;&lt;BR&gt;These vessels shall carry emergency relief supplies including food, water, tents and tarpaulins. Assessment teams and Red Cross personnel shall also be on the naval vessels.&lt;BR&gt;&lt;BR&gt;On Friday, the Iloilovatu and the Rayawa shall leave respectively for Lau and Lomaiviti groups with more supplies. They will also carry planting material from the Ministry of Agriculture as well as RFMF engineers and public servants who will be deployed to carry out rehabilitation work.&lt;BR&gt;&lt;BR&gt;In this respect, apart from providing emergency supplies of food and water, Government shall focus on rehabilitating medical centers and schools that have been damaged.&lt;BR&gt;&lt;BR&gt;I want the schools and medical centers operational immediately. In areas where schools and medical centers have been completely damaged or shall require time to rehabilitate the structures, make-shift accommodation shall be provided through large tents.&lt;BR&gt;&lt;BR&gt;Apart from the outer islands, relief work and assessment is also being carried out in the affected parts of Vanua Levu, Taveuni, Rabi and Kioa.&lt;BR&gt;&lt;BR&gt;The Northern Region and the Lomaiviti and Lau Groups have been declared a Natural Disaster area for the next 30 days. However, wherever within this area the situation becomes normal those zones will be identified and removed from the disaster declared area.&lt;BR&gt;&lt;BR&gt;I wish to report that water and electricity is available to almost 100% of those connected to the respective networks. Roads apart from those on the islands are fully accessible.&lt;BR&gt;&lt;BR&gt;Those areas within the water and electricity network that have been affected, priority is being given to rehabilitation and restoration of supplies and these works should be completed at the latest by Friday 19 March.&lt;BR&gt;&lt;BR&gt;As I have alluded to, the RFMF territorial engineers shall be deployed to commence work on the priority areas of schools, hospitals and medical centers. Other personnel of the RFMF including the Navy shall be deployed to expedite the rehabilitation work.&lt;BR&gt;&lt;BR&gt;I wish to thank the governments of Australia, New Zealand and France for their assistance. But a new initiative seems set to recast relations.&lt;/font&gt;&lt;p&gt;&lt;font size="2"&gt;       Anzus dates from 1952 and is an outcome of the common interests and close cooperation among the three countries in World War II. It was originally focused on forging a united response to any attacks in the Pacific region, but appears to have evolved later to cover global threats.       &lt;/font&gt;&lt;/p&gt;&lt;p&gt;&lt;font size="2"&gt;       Washington suspended its treaty obligations to New Zealand in 1986 after Wellington denied port access to nuclear- armed or nuclear-powered US naval vessels. Military relations have since been conducted on a bilateral basis: Australia and the US maintain firm ties, and a similarly strong relationship separately bonds Australia and New Zealand.       &lt;/font&gt;&lt;/p&gt;&lt;p&gt;&lt;font size="2"&gt; The severing of security links between Washington and Wellington was absolute but for one exception: joint signals intelligence activity under a programme known as Echelon that involves Australia, Canada, New Zealand, Britain and the US. New Zealand's contribution is thought to centre on the Government Communications Security Bureau's satellite communications interception station at Waihopai and radio communications interception station at Tangimoana. &lt;/font&gt;&lt;/p&gt;&lt;p&gt;&lt;font size="2"&gt;       The US characterised New Zealand as 'a friend but not an ally' from 1986 onward. Tensions began to dissipate after the Sept 11 terrorist attacks on the US. Wellington deployed special forces and naval vessels in support of the US-led Operation Enduring Freedom in Afghanistan and was also involved in Iraq's reconstruction.       &lt;/font&gt;&lt;/p&gt;&lt;p&gt;&lt;font size="2"&gt;       'It's now a more substantive relationship (with the US) than it was,' New Zealand Defence Minister Wayne Mapp told The Straits Times. And it looks to strengthen further.       &lt;/font&gt;&lt;/p&gt;&lt;p&gt;&lt;font size="2"&gt; US President Barack Obama has, since coming to office, quietly ordered a review of Washington's policy towards New Zealand, with a result expected this month or early next year. The US State Department declined to discuss the issue. But Dr Mapp, who had a meeting just a few days earlier with US Defence Secretary Robert Gates on the sidelines of a security conference in Halifax, provided some clues. &lt;/font&gt;&lt;/p&gt;&lt;p&gt;&lt;font size="2"&gt;       'We're looking forward to the outcome of the review, which we understand will lead to improvements in the (military) relationship - particularly around training. What doesn't occur at the moment is unit and sub-unit training,' he said.       &lt;/font&gt;&lt;/p&gt;&lt;p&gt;&lt;font size="2"&gt;       'Both countries realise that events that caused us to split somewhat occurred 25 years ago. The world has moved on, and I think we've moved beyond Anzus. No one is really suggesting a restoration of the Anzus alliance in the sense of that formal document. It's really a more contemporary relationship (we're looking at).'       &lt;/font&gt;&lt;/p&gt;&lt;p&gt;&lt;font size="2"&gt;       New Zealand went through a similar rough patch with France, the other major power with a permanent presence in the       &lt;strong style="font-weight: normal;"&gt;South Pacific&lt;/strong&gt;, and bilateral relations have been going through a similar rapprochement.       &lt;/font&gt;&lt;/p&gt;&lt;p&gt;&lt;font size="2"&gt;       The spat with Paris also dates from the mid-1980s and was also tied to nuclear issues. It centred on the sinking in Auckland harbour of the Rainbow Warrior by agents of the French external intelligence agency, with the loss of one life. A flagship of the Greenpeace environmental group, the Rainbow Warrior was at that time preparing to disrupt a French nuclear test at Moruroa atoll.       &lt;/font&gt;&lt;/p&gt;&lt;p&gt;&lt;font size="2"&gt;       'The re-engagement with France started about five to seven years ago, and certainly for me and the Minister of Foreign Affairs, it's a productive outcome. We saw that with the (September Samoan) tsunami, actually,' said Dr Mapp.       &lt;/font&gt;&lt;/p&gt;&lt;p&gt;&lt;font size="2"&gt; The French armed forces deployed aircraft from New Caledonia and French Polynesia in support of relief operations, together with naval assets. &lt;/font&gt;&lt;/p&gt;&lt;p&gt;&lt;font size="2"&gt;       'We are starting to engage with France a lot more around their regional security capability, particularly in humanitarian relief, patrols and surveillance,' said Dr Mapp.       &lt;/font&gt;&lt;/p&gt;&lt;p&gt;&lt;font size="2"&gt;       France, like the US, looks placed to retain a reasonably substantial military and political presence in the       &lt;strong style="font-weight: normal;"&gt;South Pacific&lt;/strong&gt;       for some time to come.
